CityU Holds Special Seminar on the Constitution and the Basic Law to Deepen National Security Awareness Among Staff Members

To further implement legal education and enhance staff members’ understanding of the Constitution, the Macao Basic Law, and the overall national security awareness, the City University of Macau successfully held a special seminar on the Constitution and the Basic Law on March 12, 2025, with strong support from the Education and Youth Development Bureau and the Legal Affairs Bureau of Macao.

 

The seminar featured Professor Jiang Chaoyang, Director of the Centre for Constitutional Law and Basic Law Studies at the University of Macau, as the speaker, while Professor Victoria Lei, Assistant Dean of the Faculty of Arts and Humanities at the University of Macau, provided simultaneous English interpretation. The event was also honored to have the presence of Mr. Sam Hio Tong, Head of the Division of Quality Assurance of the Education and Youth Development Bureau. University Leaders, Faculty Deans, Department Heads, Academic and Administrative Staff attended the event. Before the seminar commenced, Vice Chairperson of University Council Prof. Kong Fanqing, presented souvenirs to the two professors on behalf of the University.

During the seminar, Professor Jiang elaborated on the constitutional relationship and practical significance of the Constitution and the Macao Basic Law, emphasizing their core principles. He highlighted that the Constitution serves as the fundamental law of the nation, establishing the constitutional foundation for the “One Country, Two Systems” policy. Meanwhile, the Macao Basic Law, as the constitutional document of the Special Administrative Region, ensures Macao’s high degree of autonomy while also safeguarding national sovereignty, security, and development interests. Participating staff members expressed that the seminar deepened their understanding of the spirit of the rule of law and strengthened their awareness of legal practice and national security.
